[ReadingList] Add sync controller plumbing for transport mode No actual behavioral differences just yet, since the only instance that matters returns null for the new API, i.e. ReadingListModel::GetSyncControllerDelegateForTransportMode(), and that means ModelTypeController's behavior remains unaffected. Future patches will introduce the logic to exercise this plumbing by returning a non-null delegate for transport mode. This means the datatype would start operating as soon as the user signs in (with a feature behavior tailored to this state). Learn how to Get Around the Chromium Source Code Directory Structure .
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
