No source for neon colours - please revert

 Not done This isn't Wikipedia. We don't have any policy about citing things. We're a repository of media files, how you use them is up to you. It is the Federal Constitutional Law on the State Flag of Russian Federation, which passed in Duma on 2000-12-08, in the Federal Soviet on 2000-12-20, and was signed by President Vladimir Vladimirovič Putin on 2000-12-25. I do not understand why it is that other users do not allow this file to be changed in accordance with the Federal Constitutional Law. I will not presumme on the reasons.
This is why I propose that {{PD-RU-exempt}} tag should be removed, since the file doesn't represent the Flag of the Russian Federation as specified in the Federal Constitutional Law.
This also mean the removal of the template.

First somebody insisted that Kremlin must be correct, and now when we have the document (http://document.kremlin.ru/doc.asp?ID=5168&PSC=1&PT=3&Page=8) somebody again insist that the neon colours would be kept and thus continuing the "contamination". The link I supplied here is an official document of the Russian Federation, and one would expect that people generally interested in the stuff would know about it. Yes I see [1] but now this is not the only source, we have the official source that has been signed by then president of the Federation, now president of the Government. The source you provided is what any webadmin might have placed there without the consideration of the specific and original piece of legislation. I do not know what is your interest in keeping the "neon" colours, because we know that any/all graphics expert would say it is not very good.
Colours used from the source you provided are:
  1. FE0000 red
  2. 0000FE blue
  3. FFFFFF white
But what any/all graphics experts would say these are neon colours, not real and I would say that those colours misinterpret the "real" colours of the flag making it not fit for the tag "official".
Why are you seeing those colours as correct?

Requested Change

When rendered at low resolutions, whitepsace appears between the stripes. As such, I have uploaded a new version of this file at File:Updated Flag of Russia.svg with the stripes overlapped by 5px to avoid this. Mnmazur (talk)

I think Zscout370 should have pre-discussed such a radical change of the file that's used in thousands of pages. The official server of Russia still shows the image of the flag identical to the one that we had before today [3]. I do know that the Russian GOST document established Pantone (and some other format) for the national flag, but I am not sure what those colors are. Colours update

Until Zscout find his official source for the colours (which he seems to have put aside for now), I think it's time we start showing the Russian flag in the actual colours that are used. We've had discussion after discussion, but I can't see any real argument to maintain these unrealistic and un-sourced colours. I have uploaded an updated file matching the real colours as best as possible, and ask it be merged onto this file. Unsourced is wrong; if you looked at the pages you seen two government pages with the ligher shades. Anything with darker shades have been reverted, if you look at the above discussion of "faded" colors. No matter if it is from the Kremlin website, gov.ru or anything official, these colors are what people want to go back to. There was a Victory Banner created by Yeltsin and I seen that used at times, so the gold could be used for that. But with some of the changes by Putin, I have no idea. Though looking through various GOST files from the USSR, Pantone was not used maybe there is a chance it could have been matched as much as possible. Well, all of these options (except #2, obviously) are approximations of actual Pantone colors, and none of them can present the actual Pantone colors with 100% exact precision. I believe though that the option #5 could be used, not only because it is how my web browser displays the color on Pantone website (though it does so) but also because perbang.dk which gives this option seems to be the most detailed website on the list, giving a lot more specifications of these colours than most of other websites in the list - which display the table that is likely to originate from the same source. Still, both #5 and #1 present the Pantone colors far better than the current version, and I suggest to be bold and use #5 option at least as temporary approximations of the respective Pantone colors. Отсылки на указываемые в госакупках номера цветов некорректны, поскольку эти "очень авторитетные документы" написаны чинушами "от фонаря" на их собственный вкус, поскольку ни в Конституции России ни в ФКЗ "О Государственном флаге Российской Федерации" нет подробного описания оттенков [9]. Все подзаконные акты и ведомственные "инструкции" не имеют силы закона. IMHO оттенок синего должен сливаться с фоном неба по формуле "белый-лазоревый-алый" как здесь - [10]. найденные 4 технических условия в госзакупках, где цвета совпадают по пантону - это несколько больше чем Ваше IMHO, и IMHO всех десятков человек, которые редактировали этот файл все эти годы и у каждого были свои понятия что такое синий и красный цвет флага России. В законе действительно четко цвета не расписаны, но никакого иного документа кроме найденных больше пока нет. Вот например еще одна госзакупка на заказ полотен флага РФ от ФСО, где в ТУ всё те же цвета -
Полотнище флага РФ «триколор» размером 90×135 см состоит из трех горизонтальных равновеликих полос: верхней - белого, средней - синего (PANTONE 286 C-«SolidCoated»), нижней - красного (PANTONE 485 С-«SolidCoated») цветов. Способ нанесения полос - сквозная сублимационная печать. Полотнище обшито по периметру двойной строчкой. Применяемый материал: полиэстер 100% плотностью 70-75 г/м2.

Отчего же «неверный»? Разве нынешний рисунок противоречит закону? Он ему соответсвует, как и многие другие возможные рисунки. А из всей массы возможных рисунков мы выбрали тот, который наиболее соответствует флагам действительно висящими над административными зданиями в России. Разве это не оптимальное решение?  Support - I for one believe it should be changed back to edit of (13:03, 7 February 2011), or possibly even to the edit of (15:36, 3 April 2008). Lets be honest here. Most, if not all flags will look different under certain ambient levels of light, (inside and outside) hence, causing users to change/revert edits, just because people can not agree on what their eyes are telling them! The 13:03 edit looks convincing in most in-person or photographic images anyway. Until we, or anybody finds or gets the official government documents listing the official shade color, the edit that looks more "visually" appropriate to the viewer should be used. Official colour conversions from Pantone

On Pantone's official website for 286 C and 485 C, it states official colour conversions from the Pantone specifications to RGB/HEX/CMYK. The official colours given here are #0033A0 for 286 C and #DA291C for 485 C. So it is just my suggestion that the colours are updated once and for all using official conversions.
