When Billy is at the airport to pick up his sister Celeste, who is arriving form out of town, they are coming out from the Departures level at LAX, evidenced by a sign on the wall at the bottom of the staircase that reads "To All Gates" and when they exit the building they are clearly walking on the upper level. All Arrivals are on the lower level at LAX.
