Build yourself a regular differential input op amp with any normal op amp, a 741 etc.

Input resistors 220k 1/2watt and feedback 4.7k.1/4watt 1 megohm and 20k or a similar ratio is OK This is set up as a differential amplifier with a gain of about 1/50 or 0.02 Supply +15v -15v. Apply your 230ac signal between the two inputs. An ac signal in the ratio 220:4.7 will appear at the output about 5vac for 230vac input. The resistors will carry about 1 mA which goes through both resistors and through the transistor output stages of the op amp. So two or three in series may be better for watts rating. If you are playing with the mains supply then forget it, or use an isolating transformer. I'm not sure why you are not using a transformer anyway, say 230 input/ 6v output. Strange as it may seem at first the L & N applied across the differential inputs in any order will work fine, and produce a true ac at the output. You can complete a mains circuit if you touch the op amp but the maximum current through a 220k is around 1 mA which is too small to trip any earth leakage detection or in theory to kill you! It's not advisable.

I think it can help you. You should put a resistor (a smaller one, like 1 ohm) in serie whith the current source. Then, you should use a operational amplifier to measure de voltaje drop across the resistor. This circuit has a gain of 1 (1 mA on R results in 1 mV on Vo).

If you want another gain, here is the formula.

Considerate that you'll have a sine signal, that cross between +v and -v. You should use a rectifier bridge before R to have a all positive signal. After the operational amplifier, you can use a filter to have a CC level, or take equally spaced samples on your PIC (>> 100Hz) to reproduce the signal value. I hope that it helps you.
