AN EXECUTIVE ORDER RE-ESTABLISHING THE BARANGAY
REHABILITATION REFERRAL DESK AND DESIGNATING THE BARANGAY
DUTY OFFICER
WHEREAS, Section 3 (A) of DDB Regulation No. 2, series of 2016 entitled: “OPLAN
SAGIP-Guidelines on Voluntary Surrender of Drug Users and Dependents, and
Monitoring Mechanism of Barangay Anti-Drug Abuse Campaign” mandates that the
whole process of voluntary surrender to the authorities shall be documented
properly by the Duty Officer (DO) of the Office where the individual surrendered;
WHEREAS, Section A (7) of DDB Regulation No. 03 series of 2017 provides for the
establishment of a Rehabilitation Referral Desk in every barangay to endorse drug
dependents to the duly authorized representatives of DDB pursuant to Article VIII
of RA 9165;
WHEREAS, DILG Memorandum Circular No. 2017-151 dated November 10,2017
reiterates the establishment of the Rehabilitation Referral Desk, designation of Duty
Officer, organization of House Clusters and designation of cluster leaders;
NOW THEREFORE I, ____________________, Punong Barangay of
___________, by virtue of the authority and powers vested in me by law, hereby
order the following:
SECTION 1 RE-ESTABLISHMENT OF BARANGAY REHABILITATION
REFERRAL DESK
There shall be a Rehabilitation Referral Desk in the barangay which
shall be located inside the Barangay with the Duty Officer as the
Officer-in-Charge.
SECTION 2 DESIGNATION OF BARANGAY DUTY OFFICERS
All Barangay Health Workers are hereby designated as Barangay
Duty Officers.
SECTION 3 DUTIES AND FUNCTIONS OF THE BARANGAY DUTY OFFICERS
The following are the duties and functions of the Barangay Duty
Officers:
3.1 Man the Rehabilitation Referral Desk
3.2 Conduct an interview to solicit personal information from the
surrenderer
3.3 Immediately inform the Punong Barangay in case the surrenderer
is included in the Target List, Wanted List and Watch List personalities
of law enforcement agencies, such as but not limited to PDEA,PNP, and
NBI; or has any other pending criminal case;
3.4 Refer or endorse drug dependents to the City/Municipal Anti-Drug
Abuse Council for screening using the Alcohol, Smoking and Substace
Involvement Screening Test (ASSIST);
3.5 Log and maintain a record book containing all personal information
of surrenderers;
3.6 Ensure confidentiality of all information of surrenderers;
3.7 Monitor progress of surrenderers; and
3.8 Perform other duties and functions as may be deemed necessary.
SECTION 4 REPEALING AND AMENDING CLAUSE
Any order, barangay issuance or memorandum inconsistent with or
contrary to the provisions of the executive order is hereby modified,
amended or repealed accordingly.
SECTION 5 EFFECTIVITY
This order shall take effect immediately.

AN EXECUTIVE ORDER DESIGNATING CLUSTER LEADERS
WHEREAS, Republic Act No. 9165 or the Dangerous Drugs Act recognizes the role
of the community in the fight against the proliferation of illegal drugs;
WHEREAS, Section 6 A (3) of DDB Regulation No. 3 series of 2017 entitled
“Strengthening the Implementation of Barangay Drug Clearing Program” provides
for the organization of house cluster with designated cluster leader in each
barangay;
WHEREAS, pursuant to DDB Regulation No. 3, the Cluster leader shall directly
report to the BADAC Chairman all essential facts of any illegal drug activities within
his or her cluster, such as names of pushers, users, marijuana cultivation activities,
clandestine laboratory operations and other drug related data;
WHEREAS, DILG Memorandum Circular No. 2017-151 dated November 10,2017
reiterates the establishment of the Rehabilitation Referral Desk, designation of Duty
Officer, organization of House Clusters and designation of cluster leaders;
NOW THEREFORE I, ____________________, Punong Barangay of
___________, by virtue of the authority and powers vested in me by law, hereby
order the following:
SECTION 1 DESIGNATION OF CLUSTER LEADERS
The following are hereby designated as cluster leaders

SECTION 2 DUTIES AND FUNCTIONS OF CLUSTER LEADERS
2.1 Attend BADAC meetings, upon instruction of Punong Barangay;
2.2 Maintain or prepare a list of individuals or residents in every
household within the assigned cluster;
2.3 Immediately inform or report to the Punong Barangay/BADAC
Chairman of any incident or event that transpired within the cluster
involving illegal drugs personalities and/or activities; and
2.4 Perform other functions as may be assigned by the BADAC
Chairman
SECTION 3 REPEALING AND AMENDING CLAUSE
Any order, barangay issuance or memorandum inconsistent with or
contrary to the provisions of the executive order is hereby modified,
amended or repealed accordingly.
SECTION 4 EFFECTIVITY
This order shall take effect immediately.
