INVOLVEMENT OF MAJOR STAKEHOLDERS
➢ Targets of Change
Stakeholders in Barangay 156 in Pasay City were recognized as citizens or
beneficiaries. Citizens as stakeholders are invited to experience urban space and report
inefficiencies or spot positive and negative perspectives in an effective urban
regeneration. Citizens and their innovation, as well as their expertise, are key
participants in this research.
Gildo Cajuntoy one of the beneficiaries and his family will now have their own home,
safe from floods and fires that are prevalent in informal settlements, after many years of
living precariously near the Tripa de Gallina creek in this city. The Cajuntoy Family is
one of Brgy's 98 ISFs (informal settler families). 156, Tripa de Gallina, Pasay, who
received a new housing unit through the government's Oplan Lumikas para Iwas
Kalamidad At Sakit (LIKAS) initiative last July 25, 2021. The Cajuntoys and other
families were evacuated to Trece Martires, Cavite, for safety reasons.
Affordable housing has important economic impacts, such as increased local
purchasing power, job development, and new tax income. Affordable housing has been
found to have a neutral or positive impact on the property values of the surrounding
area.
➢ Agents of Change
The Department of Social Welfare and Development (DSWD) is currently distributing
P8.7 million in financial support to 485 informal settler families (ISFs) in various places,
particularly Pasay City. This is in connection with the DSWD's Oplan LIKAS (Lumikas
para Iwas Kalamidad at Sakit) program, which aims to resettle ISFs living on top of or
along waterways and other dangerous and high-risk areas to safe and decent
settlements in collaboration with the Department of Interior and Local Government
(DILG). As one of the program's authorities and agencies, the Department of Social
Welfare and Development (DSWD) is responsible for validating and assessing the
program's stakeholders, as well as redistributing the Interim Shelter Fund of P18,000 to
each family-beneficiary, which they can use to find proper housing and a source of
income to meet their basic needs. The DILG provided P509,606,000 for the Interim
Shelter Fund and transferred the funds to the DSWD for provision of financial
assistance to beneficiaries and general administration. Also, the Urban Development
and Housing Act of 1992 establishes a comprehensive and ongoing urban housing
program to improve the living conditions of the poor and homeless in urban and
resettlement areas by providing them with proper housing, basic services, and work
opportunities.
Implementing and sustaining successful urban redevelopment is costly. As a result,
there is a significant reliance on financial sources. Investment is critical for urban
development, and investors are primarily concerned with the project's return on
investment.
➢ Policy Makers
The researchers provide solutions for the government to address the problems of the
residents in Barangay 156 in Pasay City. The government is in charge of knowledge
generation and capitalization, both of which are necessary for urban development.
Creating and implementing policies is an important factor in creating a peaceful and
reliable home for all the stakeholders in the community. Achieving comfortable and
sustainable urban development in Barangay 156, Pasay City is the primary goal of
policymaking. Policymakers are more interested in developing policies that contribute to
a livable community.
Affordable housing for informal settlers is a way of ensuring sustainable urban growth in
Barangay 156 in Pasay City, which is currently considered a key planning goal and has
received much attention from urban planners. As a result, urban planners play an
important role in the development of the areas.

Stockton Williams has a lot of expertise as the executive director of the National Council
of State Housing Agencies (NCSHA). Williams began his professional career as a
senior legislative and policy associate for NCSHA, a nonprofit, nonpartisan organization
that coordinates and advocates for low-cost housing, from 1995 to 2000. He spent the
majority of the 2000s as Enterprise Community Partners' senior vice president and chief
strategy officer.
Emi Calixto-Rubiano, the mayor of Pasay City, has pledged to enhance the lives of her
residents, particularly those from marginalized and vulnerable groups like women and
children. Calixto-Rubiano announced during her recent Ulat sa Bayan (State of the City)
speech, during which she also promised to make the city more business and tourism
welcoming.
She also assured the public that the city would experience enormous growth in the next
years as she pursues inclusive policies and programs focused on better helping the
community. Calixto-Rubiano used the acronym HELP to help better define her
governance program, which she said contains and reflects her compassionate, fair, and
responsible leadership.
"In HELP, each letter represents an aim or ambition. Calixto-Rubiano stated, "You've
heard me repeat many times that HELP embodies our brand of service to our city and
our people." H stands for health and housing, E for education, economic growth, and
environment, L for livelihood and lifestyle, and P for peace and order, palengke and
pamilya.
➢ Interested Members of the Community
The number of informal settlers in Barangay 156 in Pasay City is expected to rise,
posing major health risks because they often confront falling incomes, rising medical
bills, and housing that isn't built for their specific needs. For low-income adults, decent
affordable housing may encourage greater mental and physical health, enhanced
quality of life, and independence. Access to quality, affordable housing also helps
create a stable environment for children by reducing frequent family moves. High costs
housing are not only harmful to children. Due to housing costs, adults must make
budget trade-offs between health care costs and other household necessities, resulting
in restricted access to regular care, delay of needed health care, and postponement of
needed medications.
