REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN
(BCPC)
WHEREAS, Republic Act No. 7610 (Special Protection of Children Against Child
Abuse, Exploitation and Discrimination Act) provides for stronger deterrence and special
protection against child abuse, exploitation and discrimination, and its corresponding
penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provide that the
government shall establish councils for the protection of children, taking into account that
children are the ones who are most vulnerable to abuse, neglect, and/or exploitation, among
others;
WHEREAS, Article 87 of Presidential Decree 603 (Children and Youth Welfare Code)
states that, “every Barangay Council shall encourage the organization of a Local Council for
the Protection of Children (LCPC) and shall coordinate with the Council for the Welfare of
Children (CWC) in drawing and implementing plans for the promotion of child and youth
welfare”;
WHEREAS, RA 8980 otherwise known as the Early Childhood Care and
Development (ECCD) Act promulgates a comprehensive policy and national system for
children 0-6 years old, Section 8 (d) of said law requires the organization of National ECCD
Coordinating Council (ECCDCC) and coordinating committees at all levels except in the
barangay where the BCPC already exists;
WHEREAS, the LCPC and the ECCDCC have the same objectives, both shall function
as one to avoid confusion and duplication of similar councils/committees in the LGUs. The
LCPC shall be the umbrella organization for all programs on children and the ECCD
Coordinating Committee shal be one of the committees under it;
WHEREAS, this policy is intended to provide consolidated guidelines for the
establishment and operation of the municipal council for the protection of children, as well as for
its monitoring and evaluation, with the objective of ensuring its functionality, relevance, and
effectiveness;
WHEREAS, there is a need to reorganize the Barangay Council for the Protection of
Children (MCPC) aligned with DILG MC No. 2021-039 directing the Comprehensive
Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the
Protection of Children (LCPC) at all levels and for other purposes;
NOW THEREFORE, I, MODESTO I. ABAN , Punong Barangay of Baranga Lutay,
by the virtue of the powers vested in me by law, do hereby order the reorganization of the
Barangay Council for the Protection of Children (BCPC).
SECTION 1. COMPOSITION. The Barangay Council for the Protection of Children
(BCPC) is hereby re-organized as follows:

SECTION 2. A. Functions of the BCPC
The Barangay Council for the Protection of Children (BCPC) shall perform the
following functions:
a. Foster education of every child;
b. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems;
c. Adopt measures for the health of children;
d. Conduct capability building projects to increase knowledge and skills in handling
children’s program;
e. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive
parent child relationship;
f. Promote wholesome entertainment in the community, especially in movie houses;
g. Prepare Annual Work and Financial Plan (AWFP) for children and recommend
appropriations to the Sanggunian;
h. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
i. Establish and maintain database on children in the barangay;
j. Advocate for the establishment and maintenance of playgrounds, day care center
and other facilities necessary for child and youth development;
k. Advocate for the passage of barangay resolutions/ordinances responsive to child-
related issues and concerns and ensure the inclusion of children’s program in the
executive agenda;
l. Protect and assist children in need of special protection (e.g.abandoned, maltreated
and dependents) and refer cases filed against child abusers to proper agencies;
m. Monitor situational reports on children and prepare quarterly updates incuding the
implementation of children’s program and make recommendations to the Municipal
CPC for consideration and nationwide application;
n. Perform such other functions and other child-related laws especially in matters of
child and parent education, health, entertainment, etc.
2. B. Functions of the BECCD. The BCPC, in fulfilling it’s responsibilities as the
Barangay ECCD Coordinating Committee, shall have the following functions.
a. Ensure sustained delivery of basic public ECCD service at the barangay level such as
the day care program, home-based children minding, family day care, neighborhood
palygroups, parent effectiveness service, maternal and child health programs at the
health center or station, nutrition, education and growth monitoring through
barangay nutrition scholars;
b. Implementing early screening child surveillance and referral systems at the barangay
level in cooperation with Municipal Health and Social Welfare Offices, the Schools
District Office, NGO’s and the private sector;
c. Conduct regular and sustained information and education campaigns on ECCD to
enhance public awareness about ECC;
d. Establish and maintain a barangay-level ECCD database linked to Municipal,
Provincial and national levels;
e. Consolidate reports from individual centers (health, day care), home-based programs
and other programs sites for submission to the Municipal ECCD Coordinating
Committee;
f. Implement ECCD services as an integral prevention component of the
Comprehensive
Program for Child Protection as provided in R.A. No.7610 also known as the Social
Protection of Children Against Child Abuse, Exploitation and Discrimination;
g. Prepare a Barangay ECCD plan of action for integration in the barangay annual
development plan;
Sec. 3. Secretariat. The Chairman of the Council shall designate the Secretariat
BLGU operating units, ehich shall provide administrative and technical support
services to their respective BCPC member.
Sec. 4. Meetings. The Barangay Council for the Protection of Children Council shall
meet once every 3 months.
Sec. 5. Funding. As provided in R.A. 9344 otherwise known as Juvenile Justice and
Welfare Act of 2006, one percent (1%) of the IRA of respective LGU shall be
allocated for the strengthening and implementation of the program of LCPC.
Sec. 6. Repealing Clause. All executive orders, rules and regulations and other
issuances or parts thereof, which are inconsistent with this Executive Order, are
hereby revoked, amended, or modified accordingly.
Sec. 7. Separability Clause. If any provision of this Executive Order shall be held
unconstitutional or invalid, the other provisions not otherwise affected shall remain in
full force and effect.
Sec.8. Effectivity Clause. The Executive Order shall take effect immediately upon
approval.

Note: The Child representative:
Must be between 10-15 years old;
Must be an active member of an accredited/recognized organization in the
barangay, school, or faith-based group;
Must be able to articulate children’s issues and concerns;
Must have at least residency of one (1) year in the barangay;
Must have good leadership skills; and
Must have balanced views on gender, religion and ethnicity, and disabilities.
The parent representative, may come from an LGU-recognized parents’
organization or organized 4Ps community/barangay-level parent leaders. He/She
should be the head, or holds a position of influence, within the organization.
