As a Special Report elsewhere in this issue points out, while the Scheme has its merits, it does not adequately address the reasons why Indian
industry has failed so far in raising output, and for the closure of 18 fermentation units that operated till the mid-1990s. Are we repeating the mistakes
of the past and likely to end up not far from where we now are, after spending about Rs. 10,000-crore of tax-payer’s money for the PLI Scheme and
for the creation of three API Parks (each with an investment of Rs. 1,000-crore on the part of the government)?
China’s share of Indian imports of APIs have risen from 23% in 2000 to about 66% in 2019, and in value terms the growth has been just as
spectacular. For nearly 20 APIs (the list can be found in the article) – many on the National List of Essential Medicines – China is the sole supplier,
to the complete exclusion of vendors from other countries. In any industry and in the best of times this is a glaring vulnerability that exposes the
importing company/industry/country to supply chain disruptions, and needs to be rectified by diversification of supply sources. For an industry as
strategic as healthcare, and at times as now, the need is even more urgent. The best remedy is to ramp up indigenous capability – all the more
considering India does have the wherewithal for a doing so.
If India’s pharma industry has turned to China, for seeking its APIs, it’s because it has been cheaper to do so. The key to reversing the trend
is therefore to improve competitiveness of local manufacturing and bridge the gap in manufacturing costs, widely reckoned to be in the range of
20-25%. There are several levers through which these will need to be done.
Start with raw materials. The Indian chemical industry, in general (and the API industry can be included here), has been historically handicapped
by high cost raw materials. KPMG, a consultancy, estimates that on average the Indian API industry pays about 20% more for the raw materials it
needs than its counterpart in China.
Although export-oriented industries here have the luxury of importing their requirements duty-free, this is a cumbersome process that involves
time, effort and adds costs (such as in the form of excessive invento-
ries), in addition to foreign exchange risks that can be unpredictable.
There can be nothing better than local procurement of raw materials
at internationally benchmarked prices, but that will need above all a
cost-competitive eco-system for manufacturing them here. While
the PLI Scheme offers support for some KSMs, the list of ingredients
needed by the domestic API industry is much larger. The government
is apparently evaluating the idea of creating another scheme to attract
new investments into chemicals wherein production is still limited or
non-existent. But such capacity building will take time.
More than any other factor, the key to competitiveness of fermentation units is the availability of high quality strains. One of the primary reasons
for several of the 18 fermentation units – including several making the key antibiotic raw material, Penicillin G – to shut operations was their inability
to access and improve on the strains available. This aspect was highlighted in a report nearly 45 years ago, but little has been done for the creation of
modern, well-equipped laboratories tasked with the role of developing better strains. India today has some outstanding centres for biological sciences,
and a progressively minded Department of Biotechnology, and it should spearhead a national effort to ensure failures of the past are not repeated.
It will also be important to ensure manufacturing capacities that are put up in India – especially for fermentation – is done at scale comparable
to that elsewhere. The PLI Scheme has taken it upon itself to specify the capacity that needs to be created, presumably based on an understanding
of what works well elsewhere in the world, but it would still have been prudent to leave the choice to the investor.
In several instances the capacities specified may even be in excess of the needs of the domestic market – at least for some time. In such cases
it will be necessary to export at least some of the output, to keep plant operating rates high. The PLI Scheme, as now proposed, will not compensate
for exports of APIs (though it will cover APIs converted into formulations and then exported). There is some merit in removing this restriction, and
covering all production – be it for the domestic market or exports – with the caveat that the former is fulfilled before resorting to the latter.
The scheme will also only be applicable to greenfield sites, and this too merits re-evaluation. Even brownfield expansions should be eligible,
as long as investments in plant and machinery related to the augmented production can be clearly demonstrated. This will encourage many more
companies to undertake the much-needed backward and forward integration projects. It will also expedite the pace of project implementation, and
enable speedier approvals (a big issue today), and lower the overall costs of manufacture. Perhaps some of the shuttered units in the public sector
will also be revived – a feat now being attempted in the fertiliser sector.
Several industry representatives have also repeatedly called for a single-window clearance of investment proposals, in a time-bound manner.
Today’s approval processes are complex, cumbersome, involve multiple agencies and take anywhere from two to four years – an unacceptable
timeframe for any industry, and all the more so for one as dynamic as pharmaceuticals. In contrast, China is reported to give nods in six-months
for new projects. Environmental clearances should also permit flexibility to companies to alter their product slate without a re-appraisal, as long as
sanctioned effluent norms are not violated. This puts a responsibility on the industry to operate ‘green’ chemistry.
Far more important is addressing the inadequacies of the underlying ecosystem for manufacturing.
