The source for this photo is [1]. Usually, if the photographer is someone from the military, (s)he is credited with rank and name. Not in this case, it says there the photo is a "courtesy photo". We have to assume it was provided to this military news site by the organizers of that (civilian German) event, which means the photo is not PD-USGov-Mil and should be deleted.
