What is the purpose of the change

fix #125

Brief changelog

• updating the url of operator image
• updating version dependency of tools to build operator
• renaming RocketMQ Console to RocketMQ Dashboard to keep consistency.

• Before committing your changes, remember to run make manifests to make sure the CRD files are updated.
• Update documentation if necessary.
