fix(stepfunctions): containsTaskToken doesn't handle null values

Closes #34293.

Reason for this change

Fixes the regression, where null values where crashing StepFunctionsStartExecution.
This because the check containsTaskToken did not handle null.

Added null support to containsTaskToken.
Updated the test case to check that the null case works.
