feat(:bug:): add NewClusterAwareClientWithWatch convenience wrapper to kcp package

This PR adds a NewClusterAwareClientWithWatch to be in line with what the controller-runtime provides as abilities to setup a client. This enables users to also create a cluster aware client that fullfills the client.WithWatch interface in case it is needed.
